Vermont

Vermont had an uninsured population of 26,600 as of 2019, according to a report from the Kaiser Family Foundation (KFF), a nonprofit that studies healthcare policy. The uninsured in Vermont make up just 4.4% of the state’s population, a figure more than half the national average.

When KFF analyzed the data again this year, they found that of the people without health insurance in Vermont, about 19,000 of them qualify for marketplace coverage.

Under the Affordable Care Act (ACA), marketplace coverage is regulated and standardized to include a set of 10 essential health benefits, and it covers people with pre-existing conditions. The ACA also created advance premium tax credits, aka subsidies, to help more people afford health insurance.

These tax credits help people earning between 100% and 400% of the federal poverty level buy marketplace coverage for a lower premium. In fact, according to the Kaiser Family Foundation, tax credits make it so that nearly a quarter (24%) of the currently uninsured, marketplace-eligible people in Vermont could get a bronze plan for free.

When KFF analyzed premiums in Vermont in 2021, they found that bronze plans had an average lowest cost of $491 a month. Average lowest cost silver plans were $666 a month, while gold was $674 a month.

But these averages from KFF represent unsubsidized coverage. If you qualify for a premium tax credit, you may save money on your monthly premiums.

How much you pay for your health insurance in Vermont depends on where you live. There are two insurers offering marketplace coverage in the state for 2021. They are BlueCross BlueShield of Vermont and MVP Health Care.

Note that Vermont has an individual mandate for health insurance in place. That means that if you live here, you’ll have to have qualifying health insurance. We should also point out that Vermont doesn’t have a fine in place for not having coverage, but it’s still a law nonetheless.
